What Does a Community Liaison Health Officer Do?
The Community Liaison Health (CLH) position is central to patient advocacy and community engagement. Your primary responsibilities will involve systematically tracking and facilitating treatment for PLHIV (People Living with HIV), ensuring comprehensive care from initial diagnosis through ongoing management.
Your key responsibilities will include:
Treatment Facilitation and Adherence: You'll be crucial in monitoring MIS (Management Information System) and identifying LFU (Lost to Follow-Up) cases, ensuring individuals receive timely treatment. A significant part of your role will be to boost treatment adherence, aiming for over 80% adherence among clients, and providing enhanced support to newly diagnosed PLHIV during their critical first three months.
Preventing Mother-to-Child Transmission: A core aspect of this role involves PPW (Prevention of Parent-to-Child Transmission) follow-ups. This entails ensuring treatment adherence for pregnant PLHIV, facilitating ANC (Antenatal Care) check-ups, advocating for institutional deliveries, and providing post-natal care. You'll also follow up with infants, administer life-saving drugs, and adhere to the EID (Early Infant Diagnosis) test schedule for up to 18 months, working towards an HIV-free certification.
Connecting to Care: You'll play a pivotal role in linking ICTC (Integrated Counseling and Testing Centre) identified reactive clients to the nearest ART (Antiretroviral Treatment) Centre, ensuring they begin treatment promptly.
Ongoing Monitoring and Support: The CLH will conduct follow-ups for Sero-discordant couples and monitor PLHIV on 2nd or 3rd line ART, focusing on various health outcomes and mitigating transmission risk. Additionally, you'll follow up with PLHIV undergoing ATT (Anti-Tuberculosis Treatment), managing both ART and ATT progression.
Holistic Client Empowerment: Beyond medical adherence, you'll be responsible for following up with stable clients, gathering health status updates, and evaluating their ongoing service needs. A critical component also involves assisting with form filling for social entitlements, collecting them from households, and submitting them to the Project Coordinator, thereby improving overall well-being.
Terms of Engagement
This is a full-time, dedicated role where your commitment will directly improve the lives of many. You will be based as a Community Liaison Health (CLH) at Kanpur Nagar, working directly with the Etawah Network For People Living With HIV/Aids.
Compensation: You will receive a monthly consolidated salary of Rs. 9,500 (Nine Thousand Five Hundred Rupees). Travel expenses will be reimbursed based on actuals, up to a maximum of Rs. 4,950.
Leave Entitlement: You are entitled to 24 days of casual leave per year.
Professional Conduct: The organization expects your full-time dedication to the project. You are not permitted to accept any other job or responsibility, directly or indirectly, while employed by the Etawah Network for People Living with HIV/Aids. Maintaining the confidentiality of all project-related information is crucial.
Notice Period: If you choose to resign from the project, one month's prior notice is required to the Project Director of SSR and the district-level network board. All project and financial records must be properly handed over.
Performance: Your services may be terminated without advance notice if your performance is deemed unsatisfactory, if organizational rules are violated, or if any incorrect or concealed information is found in your application.
