About the Role

CINI is seeking a highly detail-oriented and analytical Data Manager to oversee multi-source project data management and ensure the highest standards of data quality.

In this role, you will act as the foundational bridge between field operations and evidence-based decision-making. Key high-level expectations include compiling, cleaning, validating, and managing vast datasets, alongside creating impactful reports and dashboards. Additionally, the Data Manager will serve as the primary liaison with external IT vendors and developers to optimize CINI's Integrated Data Management System (IDMS).

Key Responsibilities

The selected candidate will lead initiatives across five core functional areas:

1. Data Management & Quality Assurance

  • Compile, consolidate, and process project datasets received from various field locations and partners.

  • Conduct strict data cleaning, validation, deduplication, and consistency checks.

  • Design and maintain robust master databases and reporting datasets.

  • Identify missing or erroneous data patterns, providing timely feedback to field teams for correction.

  • Standardize data management protocols, validation rules, and comprehensive documentation.

2. Data Analysis & Reporting

  • Generate routine project reports, interactive dashboards, and visual summaries using Microsoft Excel and modern reporting tools.

  • Deliver accurate, structured datasets to program teams to foster data-driven decisions.

  • Prepare specialized datasets optimized for external stakeholder reporting, donor compliance, monitoring, and financial audits.

3. IDMS Coordination & Digital Data Systems

  • Act as the technical point of contact for the external IT vendor/developer managing the IDMS.

  • Translate operational program needs into clear, structured technical specifications for system developers.

  • Oversee system bugs, feature requests, enhancements, and lead User Acceptance Testing (UAT) before deployment.

4. Field Support & Capacity Building

  • Provide technical guidance to field staff regarding data entry formats and quality benchmarks.

  • Organize targeted training sessions covering digital data collection tools, Excel functions, and IDMS usage.

  • Develop user manuals, Standard Operating Procedures (SOPs), and data guidelines.

5. Data Governance & Compliance

  • Enforce strict compliance regarding data security, user access permissions, and automated backup protocols.

  • Support periodic internal and external data audits while promoting excellent data sanitation habits.

Required Qualifications & Experience

Education

  • Post Graduate or higher degree in Statistics, Demography, Computer Science, Information Technology, Mathematics, Economics, Geography, Public Health, Social Sciences, or a closely related discipline.

  • Added Advantage: Professional certifications in Advanced Excel, database management, data analytics, or Monitoring & Evaluation (M&E).

Experience & Technical Skills

  • Minimum of 3 years of active experience in database administration, project data reporting, or data management.

  • Strong proficiency in managing large datasets using MS Excel (including Pivot Tables, Power Query, advanced formulas, conditional formatting, and ideally Macros/VBA).

  • Experience with statistical software (e.g., STATA or SPSS) is highly desirable.

  • Familiarity with SQL, relational databases, cloud-based architectures, and basic API integrations.

  • Experience with visualization suites like Power BI, Looker Studio, or Tableau is preferred.

  • Previous experience supporting multi-location projects, preferably within the NGO, public health, education, or development sectors.
