The Bahaar Foundation is on the lookout for a talented and dedicated Monitoring & Evaluation (M&E) Manager to lead the data, reporting, and learning systems for a monumental initiative in Punjab, India. This is a unique, full-time opportunity based in Chandigarh to be the guardian of data quality and the driver of evidence-based learning for a program aiming to redefine rural healthcare access.

The Community Health Entrepreneur (CHE) Program: Empowering Women, Transforming Health

Bahaar Foundation is launching a massive effort to establish between 10,000 to 12,000 Community Health Entrepreneurs (CHEs) across Punjab villages over the next two years—roughly one CHE per village. This program focuses on women's empowerment, positioning local women as the first level of health access for their communities.

These CHEs will deliver essential preventive, promotive, and basic curative services, working in critical partnership with government health systems and private sector stakeholders. This initiative spans key sectors including Health, Livelihoods, Rural/Urban Development, Gender, and Education, making it a truly holistic development project.

The Role: M&E Manager - Data Guardian & Learning Driver

The M&E Manager is a pivotal, high-impact role, reporting directly to the Vice President. The successful candidate will be responsible for the dual mandates of tech-enabled reporting and rigorous research/evaluations. This isn't just about collecting numbers; it's about translating data into actionable insights that directly shape the program's success and scalability.

Key Responsibility Areas:

  • M&E System Leadership: Designing and overseeing the entire M&E framework, ensuring alignment with program goals, donor requirements, and government standards. This includes timely collection, quality control, and reporting of Key Performance Indicators (KPIs) across state, district, and block levels.

  • SAATH Application Management: Taking charge of SAATH, the program’s vital digital reporting platform. This involves user setup, technical support, training field teams, and coordinating with the tech vendor for essential system upgrades and maintenance.

  • Research & Evaluation: Leading the design and execution of crucial studies, including the program's baseline assessment to establish benchmarks and planning for future endline/impact assessments. This role analyzes data to generate insights on effectiveness and scalability, documenting essential lessons learned to inform future design.

  • Capacity Building: Designing and delivering hands-on training for CHEs and field staff on data collection, digital tool usage, and strengthening field-level M&E practices.

Who Should Apply?

Bahaar Foundation is seeking a professional with a Master’s degree in fields like Public Health, Statistics, Economics, Data Science, or Social Sciences, and 5+ years of professional experience, including at least 2-3 years in M&E roles within large-scale development, health, or livelihood programs.

Essential Skills and Attributes:

  • Demonstrated expertise in designing and implementing robust M&E frameworks.

  • Proven experience managing digital data collection tools and applications.

  • Strong proficiency in data analytics, visualization, and reporting, ideally with experience in a statistical package like SPSS or STATA.

  • Crucially, Fluency in Punjabi, English, and Hindi is required to effectively communicate complex technical concepts to grassroots teams.

  • Personal attributes must include a strong analytical and detail-oriented approach, a commitment to data integrity, and a passion for evidence-driven community health and women’s empowerment.
