The Critical Role of the M&E Officer
The M&E Officer is central to the success and accountability of this ambitious public health endeavor. Based in Mumbai, this role is tasked with the overall implementation of the project’s monitoring, evaluation, and reporting (MER) framework.
The core objective is to ensure the collection of timely, accurate, and standardized data. This data is vital for:
Measuring project performance against key indicators.
Complying with donor requirements (specifically EJAF reporting guidelines).
Generating strategic insights to continuously improve the program's effectiveness.
Key Responsibilities in Data-Driven Public Health
The M&E Officer will be a pivotal link between field operations and strategic oversight, with responsibilities including:
System Implementation: Executing the project’s M&E plan and ensuring strict adherence to confidentiality norms.
Capacity Building: Providing essential training, coaching, and supportive supervision to field teams to strengthen their use of MIS/data trackers and overall data quality.
Tool Development: Designing and implementing data management tools, innovative monitoring approaches, dashboards, and analytics frameworks.
Data Quality Assurance: Rigorously validating and cross-checking data to maintain high integrity in the MIS and other project records.
Analysis & Reporting: Conducting regular, in-depth data analysis, preparing summary findings, and translating complex data into actionable recommendations for the project team and funding agency.
Research & Learning: Leading and contributing to program evaluations, operational research, thematic studies, and the dissemination of key learnings through reports and publications.
Who Should Apply? Qualifications & Expertise
This position requires a unique blend of academic background and practical, hands-on experience in public health monitoring.
Educational & Professional Requirements:
A Postgraduate degree in Public Health, Social Sciences, Statistics, Demography, Data Analytics, or a related field.
A minimum of 3–5 years of dedicated experience in M&E and data management, ideally within HIV/AIDS, public health, or community development projects.
Proven prior experience working on donor-funded projects and a strong knowledge of complex donor reporting requirements.
Demonstrated experience in conducting research, evaluations, and authoring strategic reports/publications.
Essential Technical Competencies:
Successful candidates must possess strong technical expertise in statistical analysis, data management, and program evaluation, along with:
Proficiency in analytical frameworks, MIS systems, dashboards, and M&E software.
Expertise in Excel and data visualization tools.
