The Challenge: A Proactive Approach to Disaster Resilience

Uttar Pradesh faces a complex web of disaster risks, from recurrent floods and droughts to seismic vulnerabilities and industrial accidents. While the government has made significant strides, the need for enhanced institutional capacity and forward-thinking planning has never been more urgent.

In response, the UNDP is partnering with the Relief Commissioner’s Office and the Uttar Pradesh State Disaster Management Authority (UPSDMA). This collaboration aims to build a comprehensive disaster risk management system, focusing on proactive mitigation and preparedness. This effort aligns with the XV Finance Commission's recommendations, which champion risk-informed development.

Your Role: The Architect of Impact

As the Project M&E Analyst, you will be the driving force behind measuring the success of this critical initiative. Reporting to the Programme Specialist (Resilience), your responsibilities will span the entire M&E lifecycle, from framework design to data analysis and strategic reporting.

Key responsibilities include:

  • Developing M&E Frameworks: You'll create standardized tools, methodologies, and templates to ensure consistent data collection and performance measurement across all project components.

  • Data Collection and Analysis: You'll establish and maintain robust databases, conducting both qualitative and quantitative analysis to assess project performance.

  • Performance Monitoring and Reporting: You will track progress against key indicators, conduct field visits to validate data, and prepare comprehensive reports for stakeholders, including government partners and donors.

  • Learning and Knowledge Management: Beyond just numbers, you'll be instrumental in identifying and documenting lessons learned, best practices, and success stories. Your insights will inform future policy and programming, helping to build a culture of adaptive learning.

  • Compliance and Coordination: You will ensure all activities adhere to national and international M&E standards while coordinating with various stakeholders to strengthen M&E practices within the UPSDMA.

Who We Are Looking For

The ideal candidate holds a Master's degree in Social Sciences, Economics, Statistics, or a related field, with a minimum of five years of experience in M&E, preferably within disaster management, climate resilience, or similar development programs. A certification in M&E methodologies is a significant asset.

Essential skills and competencies include:

  • Proficiency in M&E tools and software like SPSS, Stata, or Power BI.

  • Strong knowledge of logical frameworks and results-based management (RBM).

  • Experience in designing surveys and field assessments.

  • Excellent written and verbal communication skills in both English and Hindi.

  • Familiarity with national and international frameworks such as the Sendai Framework and SDG indicators.

This role requires a dedicated professional with a keen eye for detail, strong analytical skills, and the ability to work effectively with diverse stakeholders.
