The Role: Beyond Traditional Finance
The Finance Officer at The Tenure Facility is more than just a financial manager; it's a pivotal support and advisory role. You'll be the primary resource for ensuring sound financial internal control within projects and with partners receiving Tenure Facility funding. Working closely within Project Teams, and coordinated by the Senior Finance Officer with direct supervision from the CFO, this position offers a unique blend of financial assurance and hands-on support.
A significant aspect of the role involves in-country visits to project partners, providing direct capacity building and comprehensive support. From initial budget analysis and governance development to contract preparation, financial report analysis, audit assessments, and the creation of financial administration roadmaps, you'll be a trusted advisor throughout the entire project cycle.
The Tenure Facility welcomes applications from experienced Finance Officers with a background in NGO/CSO organizations and international contexts. Furthermore, Programme Officers, Grants Officers, Financial Controllers with an international background, and even accountants and auditors are encouraged to apply. Key Responsibilities: Driving Financial Integrity and Partner Success
As a Finance Officer, your responsibilities will be diverse and critical to the success of The Tenure Facility's projects:
Financial Capacity Assessment: Evaluate, analyze, and monitor partners' financial administration capabilities throughout the grant agreement cycle.
Risk Management: Conduct thorough reviews of grant budgets, perform risk assessments of partners' financial management and internal control, participate in project proposal quality assurance, and assist in preparing project agreements. You'll also monitor risks and ensure effective mitigation strategies are implemented.
Financial Reporting & Audits: Monitor and analyze financial reports from project partners, ensuring they feed into aggregated Tenure Facility reporting. You'll also address issues identified in project reports and assess audit reports, coordinating with program officers to resolve any discrepancies.
Capacity Building & Compliance: Coordinate and deliver capacity-building initiatives for partner organizations on internal control, organizational management, and financial matters. You'll evaluate fund expenditure compliance, ensure adherence to internal control regulations and anti-corruption policies, and provide essential training and advice to partners and colleagues, particularly on anti-corruption measures.
What You'll Bring: Skills and Experience for Impact
To excel in this role, you should possess a blend of educational qualifications, experience, and crucial skills:
Educational Qualifications:
A Bachelor's degree in finance, accounting, business administration, or a related field is generally the minimum requirement.
Certifications like Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) are a benefit, though not mandatory.
Experience:
Valuable experience in project management or project controls.
Crucial experience in financial management, budgeting, and forecasting.
Highly advantageous experience from financial roles within Civil Society Organisations or development assistance agencies.
Skills:
Strong analytical abilities to interpret financial data and provide actionable insights.
Excellent written and verbal communication skills.
Highly beneficial experience in intercultural communication, especially with Indigenous Peoples.
Proficiency in Spanish, French, or Portuguese is a significant advantage.
The ability to identify and resolve issues related to project performance and finances.
Proficiency in project management software (e.g., MS Project, Primavera), financial modeling, and other relevant tools.
Accuracy and meticulousness are paramount for managing project budgets and schedules.
The ability to work effectively in a team environment and negotiate with partner organizations and their representatives.
Knowledge of risk identification, assessment, and mitigation strategies.
