The Role: Driving Impact Through Data and Strategic Insight
The Technical Officer: Monitoring & Evaluation will be instrumental in enhancing the effectiveness of Alliance India's network of state-level principal partner NGOs and their programs. This position is crucial for ensuring the impact and accountability of HIV interventions throughout the region.
Key responsibilities for this pivotal role include:
Ensuring Data Quality and Robust Reporting: This involves conducting on-site data verification visits, providing hands-on training, and building the capacity of partners in data collection, quality assurance, and reporting. The successful candidate will expertly manage the Client-based Management Information System (CMIS) and other data collection and reporting applications, demonstrating strong proficiency in handling and interpreting large volumes of programmatic data.
Facilitating Program Evaluation and Feedback Loops: Supporting comprehensive program evaluations, meticulously analyzing findings, and delivering critical feedback to continually enhance programming. This includes developing customized reporting templates and offering ongoing technical support for reporting structures.
Cultivating Strategic Partnerships: Developing and maintaining strong relationships with national and state-level government bodies and other key non-governmental organizations to ensure effective program implementation. This role demands seamless coordination with various stakeholders, including the National AIDS Control Organisation (NACO), State AIDS Control Societies (SACS), and departments focusing on TB, Viral Hepatitis, and women and child welfare.
Building Capacity and Developing Essential Tools: Designing and delivering capacity-building programs for partner NGOs, formulating comprehensive monitoring and evaluation plans, formats, and reporting systems, and supporting the creation of vital M&E tools and resources.
Implementing Community-Centric Approaches: Overseeing the implementation and monitoring of community feedback mechanisms and scorecards, analyzing data to provide strategic insights, and creating high-quality visualizations of information products.
Identifying Opportunities for Growth: Proactively identifying new areas for program interventions and funding sources, and contributing to the development of concept notes and proposals for various bilateral and multilateral donors, private foundations, and trusts.
Who Alliance India Is Looking For:
Alliance India seeks professionals who possess:
A Master’s degree in Statistics, Demography, Social Science, Public Health, a Development Field, Computer Science, or Information Technology. A medical degree or a doctorate in related fields would be considered an asset.
3 to 5 years of relevant experience in program management and monitoring and evaluation within the development sector, with a strong focus on health.
A proven track record in areas such as care & support, prevention, sexuality, gender & rights, and experience with prison & OCS (Opioid Substitution Therapy) intervention programming is highly valued.
Demonstrated understanding of the donor environment and their M&E and reporting systems.
Exceptional analytical skills, data interpretation abilities, and advanced proficiency in MS Excel.
Excellent written and verbal communication skills in English and Hindi, with fluency in the local language of the program implementation area being crucial.
A profound commitment to HIV/AIDS, sexual and reproductive health and rights, and the inclusion and rights of key populations affected by the epidemic.
The role requires an individual who is willing to undertake significant travel, approximately 40% to 50% of the time, primarily within the state/region.
